Homeland Security Group, Inc is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) with an approved GSA Schedule GS-03F-008S for Professional Audio/Video Telecommunications and Security Solutions - Schedule 58 Part I.


Locally owned and operated by a team of dedicated professionals, we are one of the only three SDVOSB security companies in the United States with a GSA Schedule and the only one in the Southeast Region.


BACKGROUND

The SDVOSB Program was created by the Veteran’s Benefit Act of 2003 to assist Service-Disabled concerns in acquiring Federal Contracts. Presidential Executive Order 13360 reinforced the Federal government’s commitment to assisting SDVOSBs and made the 3% set aside a mandatory goal. Subpart 19.14 of the FAR applies. The Federal government has been largely unsuccessful in meeting the 3% subcontracting mandate.


Section 308 of Public Law 108-183 amended the Small Business Act to establish a SDVOSB set-aside program which permits contracting officers to set aside award contracts for SDVOSBs, if there is an expectation that two or more bids will be received. If only one offer is received, the Contracting Officer should make the award to that company. If a Contracting Officer determines that only one SDVOSB can satisfy the job requirements, they may award a sole-source contract provided that the anticipated contract price (including options) will not exceed $5,000,000 for manufacturing or $3,000,000 for all else.

 

WHY GO TO THE TROUBLE OF INITIATING A NEW CONTRACT?

You will face no Prime Contractor overhead charges from a pass-through corporation and/or intermediary contracting authority like GSA. This expense can easily total as much as 15-20%.

You’ll be dealing directly with the principals of Homeland Security Group, Inc. rather than a hierarchy. If you need immediate action, you get it.


You’re dealing with a known entity. Even though Homeland Security Groug, Inc. has been doing this type of work for three years, our team members have developed Manpower, Personnel, Training, and Education (MPT&E) products that have delighted DoD, DoT, Department of Health and Human Services, and Department of Homeland Security customers for more than twenty years.


You’ll be supporting the Federal government’s goal of awarding 3% of contracts to SDVOSBs.

 

HOW DIFFICULT IS THE PROCESS?

The process is easy and fast:

⇒ Notify your local contracting office that you are interested in engaging an SDVOSB

⇒ Submit a proposed Statement of Work (SOW)


Your Contracting Office will:

⇒ Determine if there are one or more SDVOSBs eligible to submit a bid. If there are two or more, the Task can easily be made a SDVOSB set-aside (as with an 8(a) contract). If there is only one, the task can be made sole-source.

⇒ The Request for Quote (RFQ) is posted online.

⇒ The contracting office notifies you when the bids have been received and you will decide whether to award the contract.


Note: You do not have to go through a Government Service Office (GSO). This alone saves time and money from request to product delivery.
